Two years ago senator Padilla passed legislation, SB 1108, requiring the department of education to determine the best English learner reclassification practices by January of 2014. Lack of funding prevented any research from being done. This year Senator Padilla has proposed, SB 1108. This years bill extends the research deadline from the previous bill to January 1, 2016 as well as requiring the department of education to recommend uniform state reclassification standards.
